Description
The social security (personal) card is an integrated circuit (IC) card that is uniformly planned by the Ministry of Labor and Social Security, implemented by local labor and social security departments, issued to urban employees and retirees, and applied in various business fields of labor and social security. In response to the requirements of the social security industry: the construction of social security cards should achieve multi-purpose use and nationwide universality, that is, all businesses in the labor and social security field, including labor employment, vocational training, endowment insurance, medical insurance, unemployment insurance, etc., should be put on one IC card, and it should be able to be used nationwide.
There are three types of IC card specifications: IC card specification, application specification, and terminal specification.
1. IC card specifications
This specification applies to social security cards issued to urban employees and urban retirees in the field of social security. It primarily stipulates the general functions, commands, and security mechanisms for the application of social security cards. It includes electrical and physical characteristics, logical interfaces and protocols; data elements and command sets; application selection and security mechanisms, among other contents.

II. Application Specifications
This specification applies to social security cards issued by various regions. Its primary target audience includes organizations involved in card design, manufacturing, management, issuance, acceptance, as well as the research, development, integration, and maintenance of application systems related to social security card applications. It primarily stipulates the basic applications of social security cards, including application-specific functions, data file definitions, data element representation methods, security requirements, transaction processes, exception handling, unique data object coding, and other related content.

III. Terminal specifications
This specification applies to dedicated terminals and other similar terminal devices that support labor and social security applications as stipulated in the “Social Security (Personal) Card Specification”. Its primary target audience includes organizations involved in terminal design, manufacturing, management, as well as the research, development, integration, and maintenance of application systems related to social security card applications. It primarily stipulates the basic requirements for terminals in social security card applications.
